CABARRUS COUNTY FIRE PROTECTION STUDY <br />B. Review national and regional trends so as to evaluate the effectiveness and efficiency of <br />the fire, rescue and EMS programs to include: <br />1. Training standards; <br />2. Incentives; <br />3. Retention; <br />4. Recruitment; <br />S. Policy, procedures and standard operating procedures (SOPS); and, <br />6. Fund raising procedures and guidelines. <br />C. Assess the need for an incentive program for volunteer members to acquire training, and <br />potential models currently in use elsewhere; <br />D. Assess fire policies, practices, operational procedures and training programs to assure <br />personnel safety; <br />Analyze the need for a county -wide or regional training facility to standardize training <br />at an acceptable level; <br />F. Recommend components needed for and adding future record - keeping requirements for <br />training; <br />G. Analyze the level, allocation, and utilization of personnel, recommending apparatus <br />staffing level; <br />H. Address future capital improvement program requirements with a development and <br />implementation model; <br />I.
