INSTRUCTIONS TO BIDDERS <br />1.1 Purpose: The purpose of this document is to provide general and specific <br />information for use by vendors in submitting a bid to supply Cabarrus County with <br />apparatus, supplies, material and equipment, and /or services as listed above. <br />Section 143 -129, et, governs some bids. Seq of the North Carolina General <br />Statutes. <br />1.2 Definitions: <br />(A) Bidder: The term bidder is used to encompass the party seeking to have or <br />having a contract with Cabarrus County. <br />(B) County: This term is defined as Cabarrus County local government. <br />1.3 How to Prepare Bid Responses: All bid proposals shall be: <br />(A) Prepared and submitted on the forms enclosed herewith, unless otherwise <br />prescribed. <br />(B) Submitted with two (2) copies of your proposal response. <br />(C) Typewritten or completed in ink, signed by the bidder or the bidding firms <br />Authorized representative, with all erasures or corrections initialed and dated <br />by the bidder's authorized representative signing of the Bid Response Form. <br />(D) Prior to completion of the bid forms and submittal of a bid, bidders are <br />encouraged to carefully review all provisions contained in this Invitation to <br />Bid document along with any attachments and addendums issued. <br />(E) Each bid constitutes an offer and may not be withdrawn except as provided <br />herein. Bid prices are to remain firm for the period stated in the Invitation to <br />Bid specifications. <br />1.4 How to Submit Bid Responses: All bid responses shall be: <br />(A) Submitted in a sealed opaque envelope with the following information written <br />on the outside of that envelope. <br />(1) The bidders company name <br />(2) Identification of the equipment, supply and /or service for which the bid <br />is submitted as indicated at the top of the cover letter to the Invitation <br />to bid document. <br />(B) Mailed or delivered to the address shown below for receipt by the County on <br />or before time specified in cover letter. <br />1 <br />Attachment number 1 <br />F -8 Page 118 <br />
