Rotary Square <br />Overview and Essential Elements <br />• Rotary Square will be designed and constructed solely with private fiords and in -kind donations <br />raised by Concord Rotary Club. <br />• Rotary Square will be designed by licensed architects and engineers to be attractive, safe, <br />durable and low - maintenance. <br />• The County will continue to own the Rotary Square property at the corner of South Union <br />Street and Corban Avenue, but a restriction will be recorded limiting the property to use as <br />Rotary Square. <br />• Rotary Square will incorporate "dancing fountains" which will attract families to downtown. <br />The fountains will be fully programmable and can be made to operate only when people are <br />present if desired. Potable water will be used to ensure that the water is clean and safe. The <br />County will not be responsible for the water charges. <br />• WSACC has formally agreed by board action last month to maintain the pumps and water <br />features of Rotary Square at no cost to the County. <br />• The County will maintain Rotary Square once it is complete. The County will have no financial <br />obligation for Rotary Square other than this minimal ongoing maintenance. <br />• Rotary Square will be multi - functional, usable for example as: <br />• A play area for children <br />• A small amphitheatre or concert pavilion <br />• A farmers' market <br />• A craft show area <br />• A place for press conferences, public announcements and celebrations <br />• A public gathering space <br />• Rotary Square will be designed to discourage loitering. <br />• Rotary Square promotes the County's efforts to encourage tourism, local agriculture, small <br />businesses and local spending. <br />• Rotary Square is the perfect use for the property and adds a beautiful, engaging, family - friendly <br />focal point to downtown at no cost to the County. <br />• Rotary Square has the support of the City of Concord, the Concord Downtown Development <br />Corp., St. James Lutheran Church, WSACC, the Piedmont Farmers' Market, major financial <br />donors, and many downtown property owners and stakeholders. <br />• Rotary Square will be a lasting legacy from the County, Concord Rotary Club and all those <br />involved. <br />• Rotary Square will build good will and better friendships and will be beneficial to all concerned <br />— essential elements of "The Four -Way Test" which all Rotary efforts seek to promote. <br />Attachment number 7 <br />G -4 Page 135 <br />
