1 <br /> <br />1. SUMMARY <br />The proposed project is to replace the Cabarrus County Public Library's current automation system with ' <br />an integrated library system that will better meet the needs of the patrons and staff. The project will <br />entail purchasing and installing the software and any necessary hardware required for the operation of a <br />new system. ' <br />The Library began implementation of what is now referred to as "Dynix Classic" in September 1989. <br />Although a GUI interface has been added to the OPAC, the system is primarily the same telnet based <br />system that was installed 20 years ago. The circulation and cataloging modules have not changed. <br />"Dynix Classic" does not meet the more sophisticated needs of library patrons and staff. The current <br />system is also problematic for the County's IT department. Compatibility of the current software with ' <br />other systems in the County's network makes support of the system a logistical nightmare. Upgrades <br />are no longer being issued for the system from SirsiDynix, so any improvement is impossible. <br /> <br />The Library proposes to replace the current system during FY 2010-2011. Anew integrated library <br />system will enable us to serve our patrons better in several ways: 1) The OPAC will have a more user- <br />friendlyinterface that includes many features such as book covers and other digital content, reviews, <br />innovative searching tools and new interactive technologies such as patron reviews and tagging. <br />Patrons will find the OPAC more functional and more intuitive to their needs in the library and from <br />remote locations. 2) Increased functionality in the circulation module will enable staff to assist patrons <br />more efficiently and accurately. 3) Improved communication with patrons via automated telephone and <br />email alerts will save staff time which can be better directed to providing more patron interactions and <br />improve the quality of the patron experience. 4) Increased reports functionality will enable library staff <br />to perform easier, more accurate collection management. <br />Library Director Dana Eure was hired in late July 2009. She quickly identified the automation system as <br />one of the major areas of improvement needed in the library system. Beginning in September 2009 <br />vendors began demonstrating their integrated library systems to library staff, the Deputy County <br />Manager, and the County IT Director and staff. Library staff were excited by all of the possibilities that <br />existed with a new ILS - it was amazing to see their enthusiasm as each new feature was demonstrated. <br />After much consideration and conversation, it was decided that TLC's Library.Solution offered a much <br />more dynamic product for library patrons. <br /> ' <br />2. USER NEED <br />As web technologies grow and change, user expectations grow and change. As a result, library catalogs <br />need to incorporate the basics of how people use the Internet today, become broader in scope, take <br /> <br />advantage of new technologies and techniques, and offer more dynamic interactions with library users. ' <br />Library users feel comfortable with the interfaces that are common on the web. The library catalog ' <br />should be a reflection of those interfaces in order to remain relevant in the midst of all of the other <br />information providers available on the Internet. Relevance ranking, faceted navigation to narrow <br />results, and ratings and reviews should all be standard offerings. ' <br />The library's current automation system is behind in state-of-the-art search technologies, visual appeal, <br />usability and user engagement. Basic searching by title, author and subject are the only choices <br />available. Results may only be ordered alphabetically by author, title or publication date.
