1 <br /> <br /> <br />1 <br />BY-LAWS <br />of <br />CABARRUS COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES <br />' ARTICLE I: PURPOSE <br />The Board of Trustees of the Cabarrus County Public Library exists by virtue of the provision of North <br />Carolina General Statute 153A-265 through 153A-266 and exercises the powers, authority, and assumes <br />the responsibilities delegated to it by the Cabarrus County Board of Commissioners. <br /> <br />ARTICLE II: COMPOSITION, APPOINTMENT, TERM, REMOVAL <br />The Board of Trustees shall be composed of seven (7) members. All members must be residents of <br />Cabarrus County and shall be chosen from the populace with reference to their qualifications for such <br />office. <br />The members shall be appointed as follows: <br />#. Area <br />1 Concord <br />1 Concord <br />2 Kannapolis <br />1 Midland <br />1 Harrisburg <br />1 Mt Pleasant <br />Appointing Body <br />City of Concord <br />Cabarrus County Board of Commissioners <br />Cabarrus County Board of Commissioners <br />Cabarrus County Board of Commissioners <br />Town of Harrisburg <br />Cabarrus County Board of Commissioners <br />The Cabarrus County Board of Commissioners shall designate one of its own members to serve ex-officio <br />on the Board of Trustees. The Commissioner shall serve in an advisory capacity and have no vote. <br />Members of the Board shall serve without compensation. <br />The Cabarrus County Board of Commissioners shall appoint and reappoint members as vacancies occur. <br />The Board of Commissioners may remove a Trustee at any time for incapacity, unfitness, misconduct or <br />neglect of duty (GS 153A-265). <br />ARTICLE III: TERMS <br />Members shall be appointed for three-year terms, with a maximum of two consecutive terms. After a <br />board member has served two terms he or she may be reappointed after an absence of one year. <br />Attachment number 1 <br />F-3 Page 71 <br />
