The Commission guides, reviews and regulates land developments within and around the <br />boundaries of the City of Concord. The County Commissioners appoint one member who <br />resides in Concord's extraterritorial jurisdiction area for a term of three years. <br />CRIMINAL JUSTICE PARTNERSHIP PROGRAM ADVISORY BOARD <br />The advisory board examines the local criminal justice system and identifies areas that could <br />be improved through local community-based programs. Members include the following: <br />County Commissioner; County Manager; Superior Court Judge, District Court Judge; District <br />Attorney; Criminal Defense Attorney; County Sheriff; City Police Chief; Probation Officer; <br />Community Service Coordinator; one member from the service areas of Mental Health, <br />Public Health, Substance Abuse, Employment and Training, Community Based Corrections <br />Program and Victim Services Program; Member of the Business Community, Victim of Crime <br />and other At Large Members. Appointments are for terms of three years. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town Administrator and the <br />Fire Chief on matters of policy, administration and operations. The board tracks the progress <br />of the Harrisburg Fire Department's key objectives as outlined in the annual report, reviews <br />the Department's By-Laws on an annual basis, and recommends changes to the Town. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or better ways to help alleviate <br />unemployment and raise below-average manufacturing wages and (2) pollution control <br />facilities for industries. The 7-member authority meets as needed. Appointments are for <br />terms of six years. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at-risk youth and assesses the need for <br />delinquency treatment and prevention services in Cabarrus County. The 25-member council <br />is made up of a variety of judicial and public agency representatives as well as seven at- <br />large members. Appointments are for terms of two years. <br />MOUNT PLEASANT PLANNING BOARD AND BOARD OF ADJUSTMENT <br />This board guides, reviews, regulates land development within and around the boundaries of <br />the Town of Mt. Pleasant and hears and decides on appeals of zoning within the Town's <br />jurisdiction. The Board of Commissioners appoints two persons who reside within the Town's <br />extraterritorial jurisdiction area for terms of three years. <br />NURSING HOME COMMUNITY ADVISORY COMMITTEE <br />This committee seeks to maintain the intent of the Nursing Home Residents Bill of Rights for <br />those persons residing in nursing homes, works to ensure appropriate conditions within the <br />nursing homes and promotes community involvement with those homes. Members cannot <br />be employed by a nursing home nor have any financial interest, directly or indirectly, in a <br />nursing home. Also, no immediate family of a nursing home resident in Cabarrus County <br />can serve on the committee.
