LEGISLATIVE GOALS
ounty officials from across North Carolina convened
in Raleigh on Jan. 15-16, adopting a priority goal of
"Revenue Options and Protection" and 39 other legisla-
tive goals for the 2009-10 biennium. The Legislative Goals
Conference was the culmination of a months-long, multi-layered
process. The Association's seven Steering Committees began
reviewing possible goals in the summer of 2008. Each steering
committee recommended a set of goals to the Legislative Goals
Committee, which met several times in the fall to discuss the
proposed goals.
The Legislative Goals Committee then recommended a
slate of goals to the Board of Directors, which met in December
and approved the package of goals to be presented at the con-
ference. The proposed goals were distributed to all counties.
Roughly 275 county officials registered for the conference,
and 90 counties were represented with voting delegates. This
process enables county commissioners to come to consensus
on legislative priorities and speak with one voice on the issues
of greatest importance to counties.
Beginning on the next page is a list of our legislative goals.
A./ signals a legislative success or progress.
A X signifies that the goal remains unmet.
A./-indicates that a goal was partially met.
More detailed information about legislation affecting our
.legislative. goals is listed below each goal.
G-4
Page 133
