Information related to the proposed project and the minutes <br />from the meeting in 2008 are provided. Habitat is ready to move forward and <br />seeks additional direction from the Board of Commissioners as it relates to <br />the project and the County property. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner <br />Privette <br />and unanimously carried, the Board voted to permit Habitat for <br />Humanity <br />access to county -owned property for survey work and for the County Manager to <br />sign the rezoning application to be submitted to the City of Concord. <br />By the <br />same vote, the Board authorized the County Manager to transfer approximately <br />38.45 acres (as described by deed) of county -owned property to Habitat for <br />Humanity. <br />(F -14) Commerce - Request to Permit Connection to Public Sewer <br />The Amended Agreement between Cabarrus County and the City of Concord <br />limits connections to public sewer in defined parts of the Concord utility <br />service area. Improvements to Abilene Road that are required as part of the <br />construction of the A. T. Allen replacement school have required the County <br />to acquire additional right -of -way along that road. As a result of the <br />improvements, one property owner's septic system will be disturbed and an <br />alternative waste water disposal system is necessary. The County must <br />request an exception to the Amended Agreement to permit the affected home to <br />be connected to the public sewer system available at the school property. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the request from Cabarrus County <br />to the City of Concord to permit the connection of a single - family home on <br />Abilene Road to the public sewer system. <br />(F -15) County Manager - Fleet Policy - Convert Policy from Board- Approved <br />Policy to Administrative Polity <br />On June 1, 1992, the Board of Commissioners adopted the current Fleet <br />Policy Guidelines for the Use of County Owned Vehicles and is included as <br />reference material. The guidelines for the new Policy revolve around Risk <br />Management issues, IRS regulations (tax issues), and personnel issues <br />concerning employees' use and behavior while operating a county -owned <br />vehicle. Other cost aspects of the Policy are a direct result of annual <br />budgetary issues. In light of these ever changing conditions, it would be <br />beneficial to the :management team if this policy was converted from a Board - <br />approved policy to an administrative policy subject to change at the County <br />Manager's discretion. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to convert the Fleet Policy from a <br />Board - approved policy to an administrative policy promulgated by the County <br />Manager. <br />Aft Iumber 1 <br />F -2 <br />
