Section 2 <br />Waste Reduction and Management Goals <br />abarrus County and its municipal partners <br />continue to support and refine the vision <br />and goals for managing solid waste that <br />were established during the previous Plan <br />Updates. Their shared vision for the 2009 -2019 <br />planning period supports a solid waste <br />management system serving residents, institutions, <br />and businesses that: <br />■ Provides the maximum opportunity practicable <br />for waste reduction, reuse, and recycling using <br />appropriate incentives, disincentives, and <br />policies to motivate residents, institutions, and <br />businesses; <br />■ Ensures the availability of economical, long -term <br />municipal solid waste (MSW) disposal capacity; <br />■ Maintains an efficient system for collection, <br />processing, recovery, diversion, transfer and <br />delivery of all solid waste streams; <br />■ Offers a convenient method for residents to <br />recycle a wide range of marketable materials <br />including special wastes and yard wastes; <br />■ Communicates easily understood information <br />regarding opportunities for all residents to <br />reduce and recycle waste; <br />■ Realizes increased efficiencies and cost savings <br />through inter - governmental partnerships and <br />the most appropriate mix of public and private <br />sector services and facilities. <br />2.1 Solid Waste Management Goals <br />Solid waste reduction and management goals that <br />have been established to achieve the shared vision <br />and which are supported by an updated set of <br />intended actions listed in subsequent sections of <br />this Plan are presented below: <br />Collection <br />■ Provide cost - effective means of collecting MSW, <br />recyclables, bulky waste, and yard waste, at <br />approved service levels, from residential <br />customers served by the participating <br />jurisdictions. <br />■ Ensure that solid waste management and <br />recycling collection services are made available <br />to all solid waste generators, including <br />businesses and institutions. <br />Transfer and Disposal <br />■ Operate the Cabarrus County Construction and <br />Demolition Landfill in an efficient and <br />environmentally sound manner using <br />appropriate and innovative methods to ensure <br />■ Employs effective methods to reduce illegal <br />dumping and littering, and to monitor and <br />enforce regulations prohibiting such behavior; <br />■ Provides a plan and adequate facilities for the <br />proper management of disaster debris; <br />■ Is supported by a secure, transparent, and <br />equitable funding system to cover the cost of the <br />current and future solid waste management <br />programs, as outlined in this Plan; and <br />M <br />maximum use of airspace. <br />■ Provide everyone in the community with long- <br />term waste disposal capacity. <br />Waste Reduction, Recycling, and Reuse <br />■ Reduce, reuse, and recycle MSW to the <br />maximum extent practicable in all participating <br />jurisdictions, with the overall objective of <br />achieving the State's waste reduction goal of 40 <br />percent as measured against the baseline year of <br />FY 1991 -92. <br />2 -1 <br />Attachment number 3 <br />F -15 Page 374 <br />
