Section 2 <br />Waste Reduction and Management Goals <br />■ Provide incentives, disincentives, and policies to <br />motivate Cabarrus County residents, businesses, <br />and institutions to reduce, reuse, compost, and <br />recycle solid waste. <br />■ Support economic development efforts aimed at <br />enhancing existing and developing <br />"sustainable' businesses, including those that <br />can utilize local secondary material feedstocks. <br />■ Evaluate the development of a materials <br />recovery facility or transfer station capable of <br />reducing operating costs, managing the long- <br />term disposal needs of the area and increasing <br />diversion of materials from landfills. <br />Composting/Mulching <br />■ Continue to provide convenient opportunities <br />for Cabarrus County residents to learn about the <br />benefits and techniques for backyard <br />composting of yard debris, food scraps, and <br />other suitable organic wastes. <br />■ Investigate and pursue appropriate <br />opportunities for food waste composting. <br />■ Consider initiatives to work with surrounding <br />counties and states on larger projects such as <br />organic waste composting and regional disposal <br />alternatives. <br />Management of Special Wastes <br />■ Continue to provide opportunities and the <br />necessary services and facilities for Cabarrus <br />County to properly manage waste requiring <br />special handling. <br />Education <br />■ Continue to supply all residents with <br />information on how to reduce, reuse, and recycle <br />waste in their homes, places of work, and <br />throughout the community. <br />■ Develop public awareness regarding the <br />implications of over - consumption on solid waste <br />generation and the environment, and inform <br />residents about consumption practices that <br />2 -2 <br />result in less waste generation as well as more <br />efficient, environmentally sound use of <br />resources. <br />■ Continue to provide a consistent and <br />coordinated message of proper solid waste <br />management and environmental stewardship for <br />students, local government employees, and the <br />general public. <br />■ Provide environmental education and recycling <br />services to every public school in the Cabarrus <br />County Public School System. <br />Prevention of Illegal Dumping and Litter <br />■ Make measurable and steady progress toward <br />reducing illegal dumping and littering, <br />including increased enforcement of the N.C. <br />covered truck requirements. <br />Purchasing <br />■ Promote business, institutional, and consumer <br />involvement in buying products made from <br />recycled materials. <br />■ Expand County and municipal recycled <br />products purchasing programs via establishment <br />of formal policies on procurement of recycled <br />content and other "green' products and supplies <br />by Cabarrus County local governments. <br />Disaster Response <br />■ Institute an effective disaster debris <br />management system consisting of facilities and <br />services reflecting coordination among County, <br />municipal, state, and federal agencies. <br />Management and Financing <br />■ Utilize full cost accounting practices for <br />identifying and monitoring all solid waste <br />management program costs. <br />■ Institute a balanced, secure, and equitable <br />funding system to cover current and future costs <br />associated with the programs and services <br />needed to meet the County's solid waste <br />reduction and management goals. <br />F -15 <br />M <br />Attachment number 3 <br />Page 375 <br />
