Based on the latest data <br />available from FY 2007 -2008, per capita statewide <br />waste disposal has increased 16 percent to 1.24 tons <br />per person per year. <br />■ Participate in regional planning and decision - <br />making activities to address regional <br />opportunities for enhancing the effectiveness <br />and efficiency of recycling and sold waste <br />management operations. <br />■ Assist each municipality in setting and meeting <br />individual integrated solid waste management <br />and reduction goals that complement the <br />County goals. <br />■ Ensure that there is a process and a place for <br />public input into solid waste management plans <br />and facility siting decisions. <br />■ Comply with all state and federal solid waste <br />management regulations. <br />2.2 Waste Reduction Rate and Goals <br />The 1991 amendment to the Solid Waste <br />Management Act of 1989 established a statewide <br />goal to reduce the amount of landfilled material 40 <br />percent by 2001 (on a per capita basis). Statewide, <br />the goal was not met, and per capita disposal rates <br />In Cabarrus County, the per capita waste disposal <br />rate has decreased over the last two years of <br />available data ending in FY 2008. Waste disposal in <br />Cabarrus County has decreased from 2.89 to 1.87 <br />tons per person per year (see inset). Comparing <br />these rates to Cabarrus County's approved baseline <br />year rate of 0.94, waste generation is currently 99 <br />percent above the baseline rate but has decreased <br />108 percent from the highest waste disposal rate of <br />2.89 percent in FY 05 -06. Programs targeting waste <br />reduction and recycling implemented by the <br />County and jurisdictions since the 2006 Plan <br />Update can be attributed to the reduction in waste <br />disposed per capita. <br />The jurisdictions in Cabarrus County had <br />previously established a collective goal of 5 percent <br />waste reduction from the baseline rate for all solid <br />waste. That goal remains for the 2009 -2019 <br />planning period. However, a 5 percent waste <br />reduction from the baseline rate is unlikely as it <br />was established with a population of <br />approximately 104,417 residents in 1991 -1992.
