Section 3 <br />Solid Waste Generation, Composition, and <br />Disposition <br />n order for the County and local jurisdictions <br />to reach the goals defined in Section 2, it is <br />important to understand the types, quantities, <br />sources, and current disposition of waste materials <br />generated in the County. To facilitate this <br />understanding, the North Carolina Department of <br />Environment and Natural Resources (NC DENR) <br />Division of Waste Management (DWM) requires all <br />jurisdictions and certain types of facilities that <br />manage waste to report annual solid waste <br />statistics. The statistics are compiled and made <br />available on the DWM web site. These databases <br />provide valuable insight into waste generation and <br />disposal amounts and trends throughout the <br />County. The following sections summarize the <br />most recent information available for the County <br />regarding waste generation, disposition, and <br />composition. <br />3.1 Waste Generation <br />Residential dwelling units, businesses, industries, <br />government entities and institutions all generate <br />waste that is ultimately collected, processed and <br />disposed through solid waste service providers <br />(both public and private). The following sections <br />summarize available data for Municipal Solid <br />Waste (MSW), C &D debris, and LCID. <br />3.1.1 Municipal Solid Waste <br />The distribution of MSW, including residential and <br />commercial, is primarily driven by population and <br />growth patterns throughout the County and plays <br />an important role in how efficiently the solid waste <br />services can be provided. Therefore, an important <br />element of any management Plan is an evaluation <br />of the population and growth patterns in the <br />service area. Table 3 -1 shows current and projected <br />population estimates for each of the local <br />jurisdictions and the County. The State Office of <br />Management and Budget projects Cabarrus <br />County's population to grow from approximately <br />170,400 to over 249,000 by the year 2020, which is a <br />46 percent increase in just over a decade.
