Each classroom has been <br />provided one recycling container. In addition, <br />roll out carts have also been distributed. City <br />and County rear - loading compactor trucks <br />collect from each school weekly. <br />■ Cabarrus County offers free on -site waste <br />assessments to businesses and assistance in <br />establishing recycling programs. <br />CII establishments may participate in recycling by <br />4 -6 <br />using one or more local haulers or recycling <br />processors. Collection services for conventional <br />recyclables are relatively available for both large <br />and small establishments; however, small <br />establishments are less likely to participate due to <br />cost factors. <br />North Carolina House Bill (HB) 1518, which <br />became effective January 1, 2008, requires <br />establishments with Alcoholic Beverage Control <br />(ABC) permits to separate, store, and recycle all <br />recyclable beverage containers. HB 1465, which <br />becomes effective October 1, 2009, prohibits the <br />disposal of motor oil filters, rigid plastic containers, <br />wooden pallets, and oyster shells in landfills. <br />Businesses that generate these items will need to <br />identify disposal alternatives, or in the case of <br />wooden pallets, they can place them in a C &D <br />landfill in addition to recycling. <br />A significant opportunity exists to enhance county- <br />wide recycling by increasing participation in the <br />CII sector. Counties that have established <br />mandatory recycling ordinances for businesses, <br />including Mecklenburg, Durham, and Fairfax <br />(Virginia), have reported gains in recycling (see <br />inset). <br />F -15 <br />M <br />Attachment number 3 <br />Page 390 <br />
