All emergency management efforts within the City will be subject to coordination by the City <br />Manager and the Emergency Management Director of the county having jurisdiction. <br />5. Officers should remain aware that during disaster situations, all departmental policies and <br />prevailing law, including those pertaining to arrests, use of force, processing of prisoners, and <br />the collection of evidence, remain in effect. Existing policies regarding the Departmental chain - <br />of- command will apply during the response to and management of a disaster incident. <br />B. GUIDELINES FOR INITIAL. RESPONSE <br />1. Management of a major incident begins with the arrival of the first uniformed officer. <br />Responsibilities of the First Officer arriving on the scene of the incident include: <br />(a) Assess the situation, identify serious hazards; and determine the size of the affected <br />area; <br />(b) Take initial steps to secure and isolate the scene if possible; <br />(c) Inform a supervisor of the incident and request immediate assistance at the scene; <br />(d) Recommend an emergency response route; <br />(e) Advise the Communications Center of the location'and nature of the incident, and the <br />type and amount of assistance (resources) needed. <br />2. Responsibilities of the Communications Center personnel include: <br />(a) Dispatch support units as requested or indicated; <br />(b) Confirm the nature of the incident and the need for support units with the first police <br />supervisor on the scene; <br />(c) If instructed by the Incident Commander, designate a special radio talk group forthe <br />exclusive use of responding units; <br />(d) Inform departmental personnel that radio communication from individual officers shall <br />be for emergency situations only. <br />3. Responsibilities of the Field Supervisor on the scene of a disaster incident include: <br />(a) Assume initial command of all police activities at the scene. <br />(b) Verify the initial officer's assessment of the situation; and either confirm or revise the <br />request for additional support units; <br />(c) Establish a temporary Field Command Post and inform the Communications Center of <br />its location; <br />Page 3 of 17 <br />F -15 <br />Attachment number 3 <br />Page 439 <br />
