GENERAL ORDER 1100 -04 <br />explosions, hazardous materials incidents, flash floods, rail/air transportation accidents, and <br />catastrophic fires. <br />3. Hazardous Material any element, compound or combination thereof that is flammable, <br />corrosive, detonable, toxic, radioactive, an oxidizer, an etiological agent, or highly reactive <br />when, because of its handling, storage, processing, or packaging may have detrimental effects <br />upon operating and emergency personnel, the public, equipment, and /or the environment. <br />4. Incident Command tern (ICS): a model tool for the command, control, and coordination of <br />an emergency situation (See General Order 1100 -08). <br />5. Incident Commander the individual responsible for the overall management of the incident. <br />The incident commander is the head of the command function under the Incident Command <br />System. <br />6. Staging Area a location near the event site where officers report for a specific assignment. A <br />location near the event site where equipment or other resources may be brought to support the <br />response at the event site. <br />PROCEDURES <br />A. ORGANIZATION & ADMINISTRATION <br />1. The objectives of the Police Department's Disaster Response Plan are as follows: <br />(a) Prepare police personnel to handle and control an incident and bring it to a safe <br />conclusion; <br />(b) Facilitate the collection and appraisal of sufficient intelligence data to determine the <br />magnitude of a given incident; <br />(c) Provide for the orderly and efficient assembly of necessary manpower, supplies and <br />equipment to ensure the proper and expeditious management of disaster incidents; <br />(d) Determine the need for training and education of agency personnel, to include <br />techniques and procedures necessary for effective incident management; <br />(e) Provide for the orderly and efficient coordination of all other agencies or organizations <br />considered necessary and appropriate to the successful handling of disaster incidents; <br />(f) Provide the means whereby experience gained in the management of such incidents <br />may be used in the prevention or control of future disasters. <br />2. The responsibility of the police in time of disaster is the same as in routine circumstances: the <br />protection of life and property, and maintenance of public order. Major incidents and disasters <br />do not change the legal responsibilities of the police, but rather increase the need for fulfilling <br />them promptly and adequately under emergency conditions. <br />3.
