PURPOSE <br />KANNAPOLIS POLICE DEPARTMENT <br />GENERAL ORDER: <br />SUBJECT: <br />DISTRIBUTION <br />EFFECTIVE DATE: <br />LAST REVISION DATE: <br />BY ORDER OF: <br />1100 -04 <br />DISASTER RESPONSE PLAN <br />All Personnel <br />01 -01 -1999 <br />12 -01 -2003 <br />Paul D. Brown, Chief of Police <br />The purpose of this General Order is to establish procedures for police response to natural and <br />man -made disaster situations, and to provide guidance for police officers acting as first responders <br />to hazardous materials emergencies. <br />POLICY <br />During disaster situations, law enforcement agencies must expand their normal operations in order <br />to meet the increased need for the protection of life and property, and the restoration and <br />maintenance of public order. In such instances, it is frequently necessary for the police to <br />coordinate their efforts with other public safety organizations and community resources. ' In addition, <br />in the course of their normal duties, law enforcement officers may be assigned to respond to the <br />scene of a transportation or industrial accident, or other situations in which hazardous substances <br />have been spilled or otherwise released. When confronted with such emergencies, officers are to <br />take appropriate measures to protect their own safety and that of other affected persons, identify the <br />type of substance involved, and ensure the prompt notification of medical and fire suppression <br />personnel and such additional assistance as may be required. The Police Department wilt maintain <br />liaison with the appropriate ' local, state, and federal agencies to ensure a comprehensive and <br />coordinated investigation of hazardous materials incidents. The formulation of specific plans <br />applicable to. all possible situations is both impractical and undesirable. Incident commanders must <br />be able to exercise discretion and flexibility in dealing with disaster incidents. For this reason, the <br />following plan is presented as a general guide for police response to disaster situations, and is <br />intended to facilitate tactical decision making by on -scene commanders in the management of police <br />field operations. <br />DEFINITIONS <br />The following definitions are for the limited purpose of this General Order and may not apply in all <br />other cases: <br />1. CHEMTREC the Chemical Transportation Emergency Center, a 24 -hour public service of the <br />Chemical Manufacturers Association that provides immediate advice by telephone for the on- <br />scene fire commander at a hazardous chemical emergency; and then promptly contacts the <br />shipper of the hazardous materials involved for detailed assistance and appropriate response <br />follow -up. <br />2. Disaster an incident- or - situation' -- generally of -an. - emergency_ _nature,__that.- results from -_ <br />catastrophes, both natural and man -made.
