J <br />GENERAL ORDER 1100 -04 <br />4. Members responding to an alert mobilization will meet at the "staging area" designated by the <br />On-scene Commander. Unless otherwise directed, the primary staging area for a Level 3 Alert <br />will be Police Headquarters. The On -Scene Commander may, dependent upon the <br />circumstances of a particular incident, designate secondary staging areas near the incident <br />scene to which officers will report for equipment distribution and assignment. <br />5. Responsibilities of the Field Operations Bureau Commander during the response to a Level 3 <br />Alert include: <br />(a) Assume command and control of the overall direction and deployment of police field <br />personnel as necessary to restore order; <br />(b) Serve as the On -Scene Commander at the Field Command Post; <br />1 (c) Delegate assignments to commanders and supervisors for the following <br />responsibilities as required: <br />(1) Control of the operational staging area; <br />(2) Maintenance and security of the Incident scene; <br />(3) Physical security of the field command_ post; <br />(4) Evacuation activities; <br />(5) Coordination of arrests and processing of arrestees; <br />(6) Transportation of prisoners to designated detention facilities; <br />(7) Maintenance of emergency response routes for transporting personnel and <br />equipment to and from the scene of the incident; <br />(8) News media liaison. <br />6. Responsibilities of the Support Services Bureau Commander during the response to a Level 3 <br />Alert include the following: <br />(a) Coordinate - the deployment and utilization of Support Services Bureau personnel and <br />resources as required; <br />(b) Activate a departmental emergency command center; <br />(c) Designate a primary radio talk group for use by responding units. Establish and <br />maintain a communications link between the Command Post, the . Police <br />Communications Center, and the Emergency Operations Center. Assign <br />telecommunications personnel to support the Command Post as required; <br />- - (d) Ensure that emergency operation records are maintained for units responding to the <br />incident, including a "duty log" of personnel assigned to the operation, offense /arrest <br />data, damage /casualty estimates, and, other_ information to be utilized in the post - <br />incident critique. Assign records personnel to support the.
