GENERAL ORDER 1100 -04 <br />supplies and equipment; the receipt and storage of evidence and recovered <br />property; and the maintenance of logistical records; <br />(2) Providing investigative support to. field operations personnel in conducting <br />investigations, identification services, intelligence gathering, and related support <br />activities; <br />(3) Physical security of Police Headquarters, the Emergency Operations Center, and <br />other critical city facilities. <br />F. ANTICIPATION OF AN UPCOMING MAJOR EVENT <br />1. Prior to an anticipated major event, a planning committee will be formed and tasked with <br />gathering intelligence, identifying contingencies, determining objectives identifying needed <br />resources and developing an action plan. <br />2. The Incident Command System will be utilized where necessary, and the planning staff should <br />be comprised of personnel that will be responsible and exercise command of the different <br />entities that will be used during the anticipated event. <br />3. The Criminal - Investigation Division will be responsible for gathering and disseminating <br />intelligence information on potential problems, events, groups or organizations, and potential <br />problem areas. During the event, CID members will deploy to maintain an ongoing appraisal <br />by establishing observation posts, infiltrating the crowd, assembling video teams, and forming <br />partnerships with other agencies involved in the situation. <br />4. The action plan for an upcoming event will dictate the contingent of personnel and resources <br />that will need to be deployed and the appropriate Alert Response Level. <br />G. NEWS MEDIA AND PUBLIC INFORMATION <br />1. During disasters, the Chief of Police or his designee will coordinate with the City Manager and <br />City Public Information Officer (PIO) as necessary to respond to news media requests for <br />information and assistance. Where appropriate, news releases and /or media briefings will be <br />provided on an "as- needed" basis for the following purposes: <br />(a) Informing the public of imminent or present dangers; <br />(b) Providing casualty information; <br />(c) Providing- property damage reports and estimates of damage; <br />(d) Providing warnings to potential looters and others involved in criminal acts; <br />(e) Provide a means to control rumors. <br />2. All news media releases regarding police response to disaster situations will be in accordance <br />with current policies arid directives of the Police Department, the policies of the City of <br />Kannapolis, and the provisions of the City of Kannapolis Emergency Preparedness Plan. <br />H. MUTUAL AID <br />1. The Chief of Police shall be responsible for developing and maintaining mutual aid agreements <br />with outside law enforcement agencies whose assistance may be required in disaster or <br />emergency situations. <br />Page 8 of 17 <br />Attachment number 3 <br />F -15 Page 444 <br />
