GENERAL ORDER 1100 -04 <br />R. AFTER- ACTION REPORT (POST-INCIDENT CRITIQUE) <br />1. The Incident Commander will compile an after - action report. Such report will include the <br />following information that is applicable to the particular incident being reported: <br />(a) Date and time of initial notification of the disaster or incident; <br />(b) Establishment of a field command post, including its location, composition of staff, <br />communications capabilities; and liaison personnel (to include other law enforcement, <br />military and city staff); <br />(c) Significant adverse events, and corrective or reactive measures taken, to include: <br />(1) Deployment of personnel and equipment; <br />(2) Life- saving efforts; <br />(3) Evacuation and other relocation efforts; <br />(4) Restoration of utilities / rights of way; <br />(5) Total casualty figures; <br />(6) Location and estimate of property damage. <br />(d) Recommendations for future responses. <br />2. An after -action report will be .required for all responses to a Level 2 Alert or Level 3 Alert. The <br />Field Operations Bureau Commander may, in his discretion, require a critique of a Level 1 <br />Alert. The after- action report will include the following: <br />(a) A meeting will be held within two'(2) weeks following the incident to critique procedures <br />and actions taken. The logistics of the critique will be coordinated by the Field <br />Operations Bureau Commander; <br />(b) All Department commanders and supervisors will attend; <br />(c) Selected personnel from outside agencies may be invited to attend; <br />(d) Minutes of the meeting will be recorded, and a written report compiled and forwarded <br />to the Chief of Police. <br />S. EMERGENCY PREPAREDNESS MANUAL <br />1. An Emergency Preparedness Manual has been developed by the City of Kannapolis to provide <br />specific instructions for the coordination of emergency response to disaster situations by all <br />City Departments. <br />2. Annex "A" of this manual contains operational orders and specific information relevant to the <br />implementation of law enforcement procedures in response to disaster situations and other <br />unusual occurrences. <br />3. Copies of this manual will be maintained in each Departmental component for use by <br />command officers, and will be reviewed and updated periodically as needed. <br />Page 12 of 17 <br />F -15 <br />Attachment number 3 <br />Page 448 <br />
