1 <br />1 <br />' l <br />i <br />1 <br />1 <br />J <br />1 <br />GENERAL ORDER 1100 -04 <br />P. DECLARED STATE OF EMERGENCY <br />1. In the event of a public crisis, disaster, civil disturbance, or similar emergency wherein public <br />safety authorities are unable to maintain public order or afford adequate protection for lives or <br />property, a state of emergency may be declared by proclamation of the Mayor or by resolution <br />of the City Council. <br />2. During a state of emergency as proclaimed by the Mayor or by resolution of City Council, the <br />following prohibitions or restrictions may be invoked: <br />(a) Limitations on the movement of people in public places; <br />(b) Limitations on the operation of offices, business establishments and other places to or <br />from which people may travel or at which they may congregate; <br />(c) Limitation, restriction or prohibition of the possession, transportation, sale, purchase <br />and consumption of intoxicating liquors; <br />(d) Limitation, restriction or prohibition.of the possession, transportation, sale, purchase, <br />storage and use of dangerous weapons, substances and gasoline; <br />(e) Regulation of the sale or use of scarce supplies which are essential for the public <br />health or safety; <br />(f) Regulation of evacuation and shelters which maybe reasonably necessary to maintain <br />law and order and protect lives and property; <br />(g) Regulation of other activities or conditions, the control of which may be reasonably <br />necessary to maintain order and protect lives or property during the emergency. <br />Q. DE- ESCALATION PROCEDURES <br />1. The following actions will be taken to de- escalate adverse conditions that may have resulted <br />from the disaster itself, or the erisuing response and control by public safety agencies: <br />(a) Identify areas still affected by the disaster; <br />(b) Establish priorities for restoration of services; <br />(c) Coordinate restoration activities with other city and mutual aid agencies; <br />(d) Provide continued security to the designated areas; <br />(e) Disengage officers as appropriate. On-duty officers will be returned to normal duties. <br />Officers called back or held over for duty will be relieved; <br />(f) All special equipment issued will be properly accounted for and returned; <br />(g) The Command Post will be discontinued. <br />Page 11 of 17 <br />F -15 <br />Attachment number 3 <br />Page 447 <br />
