GENERAL ORDER 1100 -04 <br />L. MILITARY SUPPORT (MARTIAL LAW) <br />1. Major incidents may involve demands that exceed the capabilities of local authorities to control <br />and create a need for assistance from the North Carolina National Guard. Military support to <br />civil authorities in such emergencies for the purpose of preserving life, protecting property, and <br />the maintenance of law and order is an emergency task within the mission of the National <br />Guard. <br />2. By law, only the Governor can order National Guard personnel to State Active Duty in an <br />emergency and /or declare martial law. The authority for these call -ups is normally exercised <br />through the Secretary of Crime Control and Public Safety. Individual National Guard units <br />should NOT be contacted for this purpose. <br />3. The Chief of Police will assess the need for military support of law enforcement activities, and <br />will advise the City Manager accordingly. The City Manager, working in conjunction with the <br />Mayor and Emergency Management Director(s) will insure that the request is forwarded to the <br />Secretary of Crime Control and Public Safety or the State Warning Point through proper <br />channels. <br />4. National Guard troops will remain under the command and control of National Guard officers. <br />Liaison will be established with the Commanding Officer of the Guard forces to provide the <br />information necessary to their mission and insure a coordinated effort. <br />M. TRANSPORTATION OF PERSONNEL & EQUIPMENT <br />1. All available Departmental vehicles will be utilized for transporting officers and equipment to <br />and from the scene of an incident. If additional transportation is required, the Public Works <br />Director will be contacted -and other city vehicles will be requested. <br />N. TRAFFIC CONTROL <br />Traffic control and security will be established at designated control points throughout the City, <br />utilizing the services of the Patrol Division and supporting units. The selection of traffic control <br />points will be based upon the circumstances arising from the incident. <br />O. EQUIPMENT REQUIREMENTS <br />1. Special equipment and/or emergency supplies maybe requisitioned on an "as- needed" basis <br />from any of the following agencies: <br />(a) Any City of Kannapolis department; <br />(b). Rowan or Cabarrus Emergency Management department; <br />(c) North Carolina National Guard; <br />(d) North Carolina Department of Transportation; <br />(e) Other appropriate state, county or municipal agencies. <br />2.
