WHEREAS; the EDC has requested funding from the County to assist in financing the provision <br />of the "core economic development services" and that these funds be solely for the public good <br />to further a public purpose; and <br />WHEREAS; the services, goods and programs offered by the EDC constitute a public purpose <br />offered to benefit the citizens and residents of Cabarrus County; and <br />WHEREAS; the County desires to provide funding to the EDC to assist in financing the cost <br />provide the services, goods and programs stated below; <br />NOW THEREFORE; for and in consideration of the sum of up to $21,833.33 per month to be <br />paid by the County as described below, the EDC agrees to provide the following services to the <br />County: <br />1. DUTIES AND SERVICES PROVIDED BY THE EDC TO THE COUNTY - The EDC will <br />continue to function as the primary marketer and prospect - servicing agency for Cabarrus <br />County's economic development program to assure continued growth and viability in the <br />County and for the municipalities within the county. The EDC will build strong relationships <br />with key decision - makers in targeted industries and to leverage relationships with these <br />decision - makers to cause them to expand existing facilities if here, or to relocate to Cabarrus <br />County if not. <br />A. CORE SERVICES: To fulfill these duties and services the EDC will provide the <br />activities listed immediately below. <br />1. Maintain an updated listing of all industrial buildings and sites that are <br />available in Cabarrus County to provide prospects with quick and accurate <br />responses to needs. <br />2. Coordinate with land representatives (brokers, landowners etc) to provide all <br />necessary information on properties that meet prospect criteria. <br />3. Coordinate with municipal and county staff to provide information useful in <br />positioning sites and buildings as most suitable. <br />4. During prospect visits, make persuasive presentations on the viability of all <br />Cabarrus County properties that meet prospect criteria. <br />5. Involve municipal and county representatives in presentations to prospects as <br />appropriate. <br />6. Follow -up with representatives and prospects. <br />7. Aggressively work with municipal, County, and State existing industry <br />representatives to develop a program to identify existing businesses in <br />Cabarrus County planning to expand and work with companies to support <br />expansion efforts. <br />8. Support these existing businesses by developing an internal marketing <br />program and maintaining a database to facilitate the matching of <br />manufacturers, vendors and purchasers.
