business recruitment trips, trade missions and follow -up contacts. Plan should <br />include milestones to gauge program success and for fine- tuning the program. <br />2. Use targeted industry list (automotive equipment; motorsports; information <br />technology manufacturing, service and wholesale trade; finance; insurance; <br />and headquarters and office space and research and development activities for <br />regional (Southeast US), national and North America type operations <br />including pharmaceuticals and biotechnology) to guide activities and <br />expenditures. <br />3. Operate and maintain a comprehensive web site showcasing available County <br />properties. Develop new strategy to drive potential prospects to EDC Web site <br />through search engines, existing collateral and affiliate Web sites and to serve <br />Web site visitors with targeted content for target businesses interested in <br />Cabarrus County. <br />4. Capture prospect data such as contact information, reason(s) for relocating, <br />special interests, and company statistics through a Web -based form that <br />rewards visitors with additional information on Cabarrus County. <br />5. Promote small business development by providing direct assistance to existing <br />enterprise, advice on business plans for aspiring business owners and by <br />referrals to the staffs of impacted municipalities responsible for small business <br />assistance. <br />6. Develop new businesses by using targeted industry list and making regular <br />economic development business contacts. These contacts will be generated by <br />no fewer than 12 business development sales trips. <br />7. Assist new and developing businesses by facilitating financing through <br />packaging and administration of SBA 504 loans and other loan programs. <br />Make businesses, large and small aware of all applicable incentive programs <br />available from the municipalities and other entities. <br />8. Develop a special strategy for marketing existing industrial /office buildings <br />located within older business districts and center city areas and use any <br />applicable individualized plans developed by the municipalities as guidelines <br />for redevelopment. <br />9. Compile and maintain a separate list of available properties in Cabarrus <br />County suitable for Class A office and Research & Development space. <br />10. Compile and maintain list of Charlotte area office space and business park <br />developers and use list for contacts to actively promote Cabarrus County as a <br />location for such activity. <br />C. Oversight of the CORE SERVICES and MARKETING and REQUIREMENT <br />SERVICES <br />1. The EDC Board shall approve all promotional and marketing materials before <br />publication. <br />2. The annual business plan, including a marketing plan, is subject to review and <br />approval by the EDC Board. <br />3. When deemed necessary to take advantage of marketing opportunities and /or <br />other opportunities to advance the Cabarrus County as a location site for a <br />Attachment number 1 <br />G -3 Page 496 <br />
