To: Cabarrus County Board of Commissioners <br />From: Kelly Sifford, AICP <br />Date: October 27, 2010 <br />Re: CDBG Consultant selection <br />Cabarrus County issued a request for proposal for administration of the 2010 CDBG Scattered Site <br />Housing Rehabilitation Program. The proposal was direct mailed to some agencies, posted on Cabarrus <br />County's website, and placed on the state's IPS website. Staff received four proposals from consultants. <br />Hobbs Upchurch and Associates were deemed the most responsive bidders by evaluating experience, <br />referrals and price for service. Staff is recommending Hobbs Upchurch and Associates for the 2010 <br />CDBG program administration and that the County Manager execute a contract with Hobbs Upchurch <br />and Associates when funding is in place. <br />Attachment number 1 <br />F -4 Page 73 <br />
