DRAFT <br />A Resolution to Establish a Guaranteed Adoption Community <br />WHEREAS, Cabarrus County is a leader in public service innovation and delivery; <br />WHEREAS, Cabarrus County has repeatedly been recognized for its strong regard for the volunteer efforts of its <br />citizens to address community wide issues; <br />WHEREAS, the protection of animals is a legitimate and compelling public interest, as the needless killing <br />adoptable animals using public funds is an unsustainable practice that must be brought to an end; <br />WHEREAS, the current organizational model for addressing homeless and lost animals in the community has <br />been found to be inadequate and not in keeping with the values and desires of the citizens of Cabarrus County; <br />WHEREAS, several well- organized animal rescue organizations in Cabarrus County currently provide adoption <br />programs, foster care, veterinary treatment, feral cat trap /neuter /release TNR programs, and invaluable education <br />forums through the local school systems as well as summer camps; <br />WHEREAS, every year dogs and cats that find themselves at Cabarrus County Animal Control are euthanized, <br />due to lack of comprehensive and coordinated lifesaving programs at the county-owned animal shelter; <br />WHEREAS, "No Kill" is defined as guaranteeing the adoption of healthy and treatable, lost and homeless, dogs <br />and cats, reduction of feral cat populations through TNR programs, leaving that euthanasia only occurs for dogs <br />and cats that are too sick to be treated or too aggressive to be suitable for adoption; <br />WHEREAS, several elements of a "No Kill" Shelter program already exist within our various private community <br />rescue organizations; and, <br />WHEREAS, it appears that implementation of the remaining elements needed for Cabarrus County to become a <br />"No Kill Community," and guarantee that every dog or cat has an opportunity for re- adoption could be done with <br />a minimal amount of public resources and efforts; <br />The Cabarrus Board of Commissioners resolves and directs the following actions be initiated immediately: <br />a) General: <br />1. The attached Guidelines and Standards will be used to guide the community adoption program. <br />2. The save rate for the county shelter will be at 90% by December 31, 2012. <br />b) Animal Control will: <br />-1- <br />Attachment number 1 <br />E -1 Page 25 <br />
