Recommended Change to the Cabarrus County Personnel Ordinance <br />Revision Effective December 20, 2010 <br />Article I. Organization of Personnel System <br />Section 2. Coverage <br />All employees in the County's service shall be subject to this Ordinance, except as provided in this <br />section. <br />(a) The following officials and employees are exempt: <br />1. Elected Officials; <br />2. County Manager; <br />3. County Attorney; <br />4. Tax Administrator; <br />5. Members of advisory and special boards or commissions; <br />6. Contractual employees of the Board of County Commissioners; <br />7. Employees of the Cabarrus County public school systems; <br />8. Members and employees of other County established authorities (separate or in partnership). <br />(b) The following employees shall be covered only by the specifically designated Articles and Sections: <br />1. Employees governed by the State Personnel Act shall be subject to all Articles except ^ale 11, <br />c °-2—, Article III, Section 5; and Article VII, Sections 1.(e) and 2 -5. <br />2. Temporary employees designated by the Board of Commissioners shall be subject to all Articles <br />except Article III, Sections 12 -13; Article IV, Sections 12 -14; Article VI, Sections 2 -17, 19 -24; <br />Article VII, Sections 1 -5; and Article IX, Sections 1, 2, 4, and 5. <br />3. Employees of the Sheriff and Register of De eds shall be subject to all Articles except Article 1, <br />Section 4; Article IV, Sections 3 -7 and 12 -15; Article VII, Sections 2 -6; and Article VIII, <br />Sections 1 -5. <br />4. The Director of Elections and employees of the County Board of Elections shall be subject to all <br />Articles except Article I, Section 4; Article IV, Sections 3 -7 and 10 -15; Article VII, Sections 2 -6; <br />and Article VIII, Sections 1 -5 unless otherwise permitted by the current County Board of <br />Elections. <br />Attachment number 1 <br />F -8 Page 213 <br />
