HARRISBURG AREA LAND USE PLAN <br />further our understanding of existing conditions. Other documents related to <br />prior or ongoing planning efforts were provided and those documents also were <br />reviewed for pertinent information. The following were among those reviewed <br />prior to the development of the plan: <br />• Harrisburg Area Plan (2001) <br />• Central Area Land Use Plan (2008) <br />• Midland Area Land Use Plan (2004) <br />• Concord 2015 Land Use Plan (2007) <br />• Harrisburg Unified Development Ordinance (2009) <br />• Cabarrus County Zoning Ordinance (2009) <br />• Cabarrus -Rowan MPO Thoroughfare Plan <br />• Carolina Thread Trail Master Plan for Cabarrus County Communities (2009) <br />• Harrisburg Bicycle- Pedestrian Connectivity Study (2006) <br />• Livable Community Blueprint for Cabarrus County (2002) <br />• NCDPI Facilities Guidelines (2003) <br />• Harrisburg Stormwater Manual (2008) <br />• Harrisburg Stormwater Ordinance (2008) <br />• Cabarrus County Schools 15 -Year Facilities Plan (2009) <br />• Cabarrus County Flood Damage Prevention Ordinance (2008) <br />• Cabarrus County Subdivision Ordinance <br />• Cabarrus County Proposed Trail Design Standards <br />• Center for Watershed Protection planning tools: Needs and Capabilities <br />Assessment and Eight Tools Audit <br />• Upper Rocky River Local Watershed Plan (2005) <br />Stakeholder Interviews <br />Stakeholder interviews were conducted to verify and supplement and the data <br />gathered and mapped, to explain the conditions observed and to further the <br />understanding of issues and opportunities that affect the study area and, <br />ultimately, will affect the plan. Their input supplements the input received <br />directly from citizens and property owners participating in the process. <br />The stakeholders, interviewed in October 2009, include key personnel from <br />town, county, regional and state organizations and agencies as well as <br />representatives of interest groups who can address questions about the <br />following topics: schools, utilities, transportation, real estate, local businesses, <br />racing - related businesses, emergency services, government, economic <br />development, and parks and the environment. Examples of such agencies, <br />organizations and groups include the following: Harrisburg Fire Department, <br />Harrisburg EDC Board, Hometown Pharmacy, Jay Howard Productions, Allen <br />Tate Realtors, 600 Racing, Orleans Homes, J &B Development, Cabarrus County <br />Sheriff's Office, Cabarrus County Parks and Recreation, Cabarrus County <br />Schools, The Water & Sewer Authority of Cabarrus County (WSACC), Cabarrus - <br />Rowan MPO, and the North Carolina Department of Transportation (NCDOT). <br />PART I: INTRODUCTION <br />AUGUAIdWR number 1 <br />G -1 Page 314 <br />
