HARRISBURG AREA LAND USE PLAN <br />Study Area Tour <br />The consulting team performed a study area tour in July 2009. The purpose was <br />to make observations and gather photos throughout the study area. Also, data <br />gathered and information shown on preliminary mapping was verified. <br />Observations made were intended to document the established character of the <br />built environment, including the development pattern and scale of existing <br />buildings. <br />1.S Community Participation <br />Advisory Committee <br />An Advisory Committee has been appointed to help guide the development of <br />the plan. The Advisory Committee is comprised of property owners representing <br />a broad range of interests and interest groups in order to ensure diverse <br />thoughts and opinions. The 15- member committee includes home owners, land <br />owners, business owners, real estate professionals (architects, developers, <br />builders, realtors, etc.), representatives of local groups (including Harrisburg <br />First and Harrisburg Now), a representative of Cabarrus County Schools, and <br />citizens who are active in planning and zoning issues (including current and <br />former members of the Planning and Zoning Boards). This group meets regularly <br />with the consultant team to elaborate on issues and concerns raised by the <br />community and to help prioritize implementation strategies. As community <br />leaders with many connections to local citizens, this group also acts as conduits <br />for input from the broader community. Their input supplements the input <br />received directly from citizens and property owners participating in the process. <br />Refer to Appendix A for a complete list of Advisory Committee members. <br />Community Meeting #1 <br />Three community meetings occurred during the planning process: November 12, <br />2009; February 16, 2010; and March 3, 2010. The first of these meetings <br />offered citizens and other stakeholders the opportunity to learn about the <br />project, the process, and the related schedule and to provide input. Attendees <br />listed community assets that should be acknowledged in the plan as features to <br />protect or to leverage for a better community in the future. With those assets in <br />mind, attendees provided input on possible community goals to guide the <br />development of the Harrisburg Area Land Use Plan. Attendees furthermore <br />considered whether the goals adequately addressed the community assets they <br />felt should be part of the Harrisburg area's future. <br />Charrette <br />The second community meeting was the highlight of the " charrette," a two -day <br />on -site workshop conducted by project planners and designers February 16 -17, <br />2010. The purpose of the charrette was an intensive exercise to develop key <br />aspects of the Harrisburg Area Land Use Plan in a transparent, accessible setting <br />that maximized input from community stakeholders. <br />PART I: INTRODUCTION <br />AUGU AIAIA number 1 <br />G -1 Page 315 <br />
