HARRISBURG AREA LAND USE PLAN <br />plans suggest a future pattern that is predominantly low density residential with <br />commercial and industrial uses located along major arterials. The following <br />describes the various plans in more detail. <br />a. Harrisburg <br />The Harrisburg Area Plan, a joint plan between Cabarrus County and the <br />Town of Harrisburg, was adopted by the Harrisburg Town Council and the <br />Cabarrus County Board of Commissioners in March 2001. The plan <br />recognized the challenges that Harrisburg has been facing, which most <br />communities in the path of metropolitan growth face. The goals and <br />recommendations emphasize improvements to the quality of life, growth <br />in areas with adequate infrastructure, and mixed -use development in key <br />areas to accommodate a variety of uses, particularly higher density <br />residential uses, in nodes. For example, a primary goal for residential <br />development is medium and higher density housing within the Mixed <br />Residential, Town Center, and Village Mixed -Use districts. The future land <br />use map indicates a desire for low density residential development <br />flanking the commercial areas depicted along NC -49 and near the <br />Charlotte Motor Speedway as well as a very low density area with open <br />space south of NC -49. A key recommendation of the plan is the creation <br />of a town center to establish a downtown that did not exist in Harrisburg. <br />b. Neighboring Jurisdictions <br />In order to further understand the context and the intent for future <br />growth and development of various jurisdictions that surround the study <br />area, adopted land use plans and policy documents of surrounding <br />jurisdictions were reviewed. Future land use maps were collected and <br />reviewed. This review facilitated an understanding of future land uses <br />planned near Harrisburg that may influence future land uses within the <br />study area. <br />City of Concord Land Use Plan <br />The utility service and annexation areas of the City of Concord extend <br />along the northern eastern boundary of the Harrisburg planning area. The <br />City of Concord Land Use Plan (2007) depicts desired future land uses <br />along this northern and eastern boundary in accordance with its own <br />study area. <br />To the north, designated future land uses include "Industrial" along both <br />sides of Morehead Road and also areas along NC 49. Charlotte Motor <br />Speedway is designated as an area for moto rspo rts- related uses. An area <br />designated for commercial development exists at the terminus of Stough <br />Road and NC 49, on the south side of NC 49 immediately outside the <br />Harrisburg planning area. Single family residential uses are intended for <br />areas along Roberta Road and Pitts School Road. <br />To the east, an area that includes a segment of the Rocky River Road <br />corridor, single - family residential land uses are indicated.
