HARRISBURG AREA LAND USE PLAN <br />Old Town <br />South of the town center, a small area lies along and near the rail corridor. It <br />has remnants of an older development pattern, with smaller residential lots and <br />homes as well as a variety of non - residential uses in close proximity. Unlike the <br />newer development in Harrisburg, this area has a more urban character and a <br />denser pattern. <br />Commercial Corridor <br />NC -49 is a significant, highly traveled east -west corridor within the planning <br />area. Established development along the corridor includes commercial uses <br />(e.g., outparcels) with a suburban character. Industrial uses are among those <br />uses found in the corridor. The 2001 Harrisburg Area Plan characterized this <br />development as laid out in a strip commercial manner. <br />Stakeholders in the process noted NC -49 is now complete in terms of road <br />improvements in the planning area. Aesthetic improvements to NC -49 were <br />discussed in the past and included the notion of a center median along with <br />other streetscape improvements. However, these improvements were not <br />implemented in conjunction with NC -49 improvements. <br />Commercial Node <br />A commercial node, Brookdale, exists within the planning area proximate to the <br />interchange with I -485, and area that has transitioned from a rural to suburban <br />character with the development that has occurred to date. During the process, <br />stakeholders noted concern about the need for aesthetic improvements along <br />Rocky River Road to ensure additional development like Brookdale or residential <br />development does not negatively affect the scenic quality of this corridor. <br />Residential Neighborhood Areas <br />Newer suburban residential neighborhoods (since 1995) are located along <br />Roberta Road, Tom Query Road and Rocky River Road. The character of <br />development along Tom Query Road south of NC -49 and Rocky River Road is <br />transitioning from a rural to suburban, although large tracts of undeveloped land <br />still remain. Pharr Mill Road, Stallings Road, and Hickory Ridge Road are <br />examples of corridors presently transitioning from rural to suburban. <br />Neighborhoods of varying ages exist in the vicinity of the town center. Along <br />with Old Town, they comprise the core of the town of Harrisburg. While <br />predominantly single - family detached in form, housing occurs at various <br />densities in these neighborhoods. <br />Rural Areas <br />Rural and agricultural areas in the southernmost portion of the planning area <br />contain large tracts of undeveloped land and rural subdivisions with larger lots. <br />This area, particularly the corridors located south of Rocky River Road, such as <br />Robinson Church Road, Hickory Ridge Road and Lower Rocky River Road, have a <br />rural character.
