HARRISBURG AREA LAND USE PLAN <br />Environment and Natural Resources <br />Opportunities <br />• Undeveloped land south of Rocky River Road has helped to maintain the <br />quality of some of the natural resources in the area. <br />• The natural features, such as old growth forests, contribute to the quality <br />and character of the area. <br />• The area is not overly developed; the open space that exists contains some <br />important natural habitats and wildlife corridors. <br />• Some soils are prime farmland soils and are therefore suitable for some local <br />agricultural purposes. <br />• Residents consider air quality to be good. <br />Issues <br />• Rocky River and Reedy Creek are on the North Carolina 303d list for impaired <br />water, which underscores the importance of stormwater management to <br />improve or maintain water quality. <br />• Soils present challenges for development. <br />• There is a significant amount of flooding on some portions of the study area, <br />which poses a threat to affected residential development and impedes <br />circulation along some roadways. <br />• Floodplains and creeks interfere with creating a connected development <br />pattern. <br />(W Parks, Recreation, Greenways and Open Space <br />Opportunities <br />• Parks and the recreational opportunities are two of the reasons people <br />choose Harrisburg as a place to raise a family. <br />• There is strong community support for parks and recreation, especially to <br />accommodate local programs, in Harrisburg. <br />• Additional parks may be realized as a result of creating and implementing a <br />comprehensive parks master plan, which will be undertaken by the Town in <br />2010. <br />• There are more opportunities to co- locate parks with schools for better <br />utilization of land, facilities and resources. <br />• There is support for greenways, and the open space that remains, <br />particularly along the creeks, lends itself to the creation of a quality <br />greenway trail system that can be part of the regional Carolina Thread Trail. <br />Issues <br />• There is a need for additional ball fields and indoor recreation facilities in the <br />planning area to accommodate programs in which the community members <br />are highly involved. <br />• The County's CIP indicates no near -term priorities for parks and recreation <br />(planning, design or construction). <br />PART III: SUMMARY OF OPPORTUNITIES AND ISSUES <br />ST <br />NhU ch io <br />achmen num ber 1 <br />G -1 Page 350 <br />
