HARRISBURG AREA LAND USE PLAN <br />Cultural and Historic Resources <br />Opportunities <br />• Development has not encroached significantly upon the few historic <br />resources in the area, so there is still an opportunity to protect structures <br />and sites that have not already been protected in some manner. <br />• There is a strong sense of community in the area as a result of citizen's <br />participation in parks and recreation programs, churches and schools. <br />• The farmer's market and community events, such as the 4th of July <br />celebration and movies in the park, also bring the residents together. <br />Issues <br />• There is a lack of awareness of some of the historic resources, so <br />development could easily affect the preservation of such assets. <br />Utilities <br />Opportunities <br />• The wastewater collection system could be expanded in conjunction with new <br />trunk lines along the creeks in the planning area (Charlotte - Mecklenburg <br />Utilities projects), which could allow abandonment of pump stations. <br />• The Water / Sewer Master Plan for the town, which identifies key projects <br />that would serve existing development, has been completed. This will help <br />to update the town's CIP. <br />Issues <br />• Raw water supply is limited, and the Town has no long -term supply of its <br />own. Through a contract with the City of Concord, the town's water supply is <br />dependent on the City's ability to provide water, which hinges on the <br />outcome of a challenge to the IBT permit and the potential raw water <br />transmission line from the City of Albemarle. <br />• The low density pattern of development is contributing to the challenges of <br />providing water and sewer services. <br />• Water pressure is low in some areas, which affects fire protection. <br />• Private utility systems are operating in the area, and separate systems <br />create logistical issues in developing the town's system around, or parallel to, <br />these systems. <br />• Sewer trunk lines may increase development pressure in the southern <br />portion of the planning area, which might not be desired. <br />oininunity Facilities and Services <br />Opportunities <br />• Schools can be used as organizing elements in a community, and there is an <br />opportunity to incorporate schools into the fabric of existing and future <br />development through thoughtful site selection and site design. <br />• Schools and low tax rates are two of the reasons people choose Harrisburg as <br />a place to raise a family. <br />• Coordination between county and town departments aids delivery of services <br />and more efficient use of resources. <br />PART III: SUMMARY OF OPPORTUNITIES AND ISSUES <br />A�IGUST 2 <br />tt Uc T num ber 1 <br />G -1 Page 351 <br />
