® HARRISBURG AREA LAND USE PLAN <br />Plan's goals and protection of features recommended for preservation <br />in that plan. <br />■ Accommodate medium - density detached, attached, multi - family, and upper -floor <br />units (above first -floor commercial uses) in the appropriate areas as indicated on <br />the Harrisburg Area Land Use Map. <br />o Attached, multi - family, and upper -floor units are appropriate for and should <br />be encouraged in the mixed -use area identified as "Downtown Harrisburg" on <br />the Harrisburg Area Land Use Map. <br />o Medium - density single - family developments should be focused in the <br />northern portion of the study area where public utilities and a connected <br />system of streets are available. The resulting neighborhoods here would <br />provide the population needed to support local businesses and make viable <br />alternative transportation choices. <br />o Multi- family development and medium - density single - family development <br />would also be well suited along Rocky River Road near its interchange with I- <br />485, where infrastructure is in place and an activity center is already <br />emerging. <br />(LU -3) Continue efforts to create a true "downtown" for Harrisburg. <br />■ Build on the efforts and investments of the Town and the private sector to create a <br />center for Harrisburg that functions as a traditional downtown and gathering place <br />for the community. <br />o Maintain the location of Town Hall, as it is a strong anchor in this still - <br />evolving area. <br />o Incorporate other civic uses that, like Town Hall, function as key anchors and <br />attract visitors on a regular basis, which is critical for the long -term viability <br />of the businesses that have located —or will locate —in this area. <br />o Support changes that will help downtown become a more vibrant, "24/7" <br />environment where businesses can thrive. <br />✓ Encourage additional residential development, particularly residential <br />units on upper floors of buildings that house commercial uses on the <br />first floor, which will increase the residential population in Downtown <br />Harrisburg. <br />✓ Encourage connections (i.e., streets, sidewalks, greenways, etc.) to <br />adjacent neighborhoods to bring traffic —and potential customers — <br />downtown. <br />o Consider design standards for adoption by ordinance or inclusion in planned <br />unit development proposals that are based on traditional town planning and <br />design principles, such as these: <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 364 <br />
