HARRISBURG AREA LAND USE PLAN <br />• Locate civic and other key <br />buildings on prominent sites, <br />and emphasize the <br />importance of such buildings <br />by creating view corridors <br />terminated by these buildings. <br />• Locate buildings close to the <br />street to create a strong <br />physical presence, which <br />signals the arrival of motorists <br />to a destination and <br />encourages pedestrians to <br />explore and visit multiple <br />venues. <br />✓ Attract and retain key <br />anchors, both commercial and <br />civic, that draw residents, <br />patrons, and visitors to <br />populate the area and keep <br />activity levels high. <br />✓ Encourage a mixture of uses <br />within downtown <br />developments and individual <br />structures to generate a more <br />consistent activity level <br />throughout the day and week. <br />✓ Encourage compact, <br />pedestrian - friendly, mixed - <br />use expansion of the downtown that enables daily activities to <br />conducted without need of an automobile. <br />be <br />✓ Allow and promote a mixture of housing types attainable to workers in <br />a broad spectrum of incomes. <br />✓ Organize and orient development around a multi -modal transportation <br />network that provides high levels of service for travelers of all ages <br />and physical capacities and serves motorists, bicyclists, and <br />pedestrians in balance. <br />✓ Guide the development of downtown to ensure possibilities for <br />expansion and /or connectivity with adjacent neighborhoods, present <br />and future. <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 365 <br />These public spaces are defined by buildings <br />with a strong presence, creating highly <br />visible formal spaces that direct attention to <br />downtown.
