HARRISBURG AREA LAND USE PLAN <br />6.6 ENVIRONMENT AND NATURAL RESOURCES <br />(ENR -1) Protect water quality. <br />Minimize soil erosion that is accelerated by land disturbing activities, such as <br />grading, development of steep slopes, and the removal of vegetation and topsoil. <br />Promote wetland conservation in new development to maximize the functionality of <br />these natural water - filtering areas. <br />Consider the recommendations of the Upper Rocky River Watershed Management <br />Plan, which aims to protect water quality in this basin and specifically addresses <br />monitoring, the enforcement of ordinances (erosion and sedimentation control, and <br />buffers), education, conservation easements as a tool for better protecting stream <br />corridors, low- impact development standards, stormwater management, and <br />floodplain management. Specific recommendations regarding land use, community <br />character, and open space in the Upper Rocky River Local Watershed Plan include: <br />• Encourage low- impact design; <br />• Include on -site performance standards for pollution run -off limits and stream <br />buffer requirements in enhanced conservation districts; <br />• Strengthen stream buffer requirements throughout the planning area; <br />• Purchase land or development rights; <br />• Preserve flatter lands for farmland; <br />• Protect bottom - lands; <br />• Preserve visual, rural, and natural buffers and corridors; <br />• Preserve stream buffers; and <br />o Protect habitat and habitat corridors. <br />(ENR -2) Preserve the existing tree canopy to the extent practicable. <br />■ Prepare and adopt a tree protection ordinance that maintains existing tree canopy <br />essential to retaining the natural character of the study area while also allowing <br />new development to occur. Developers converting rural or undeveloped land to <br />residential and other suburban uses within the study area should comply with tree <br />protection standards. <br />■ In addition to other open space protection measures recommended herein, consider <br />limitations on the amount of the site that may be cleared of vegetation or disturbed <br />in order to accommodate new development. <br />(ENR -3) Protect important plant and animal habitats. <br />■ Increase awareness of the presence and importance of such habitats and corridors <br />that connect them, thereby increasing the sensitivity of development in protecting <br />such assets. <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 375 <br />
