® HARRISBURG AREA LAND USE PLAN <br />o In the event of site redevelopment, closure of existing driveways should be <br />explored and enforced in concert with creation of shared - access easements <br />between the redeveloping site and neighboring properties. <br />■ Manage access to Rocky River Road utilizing strategies recommended above for NC- <br />49. <br />■ Implement articulated, signalized pedestrian crossings in the Mixed -Use area at the <br />western edge of the planning area to facilitate movement across Rocky River Road <br />between dense neighborhoods, neighborhood retail, and the proposed hospital. <br />■ Conduct corridor plans for NC Highway 49 and Rocky River Road. The <br />considerations of this Recommendation TR -3 and recommendations LU -3 and CCD- <br />1 should be studied in depth. <br />(TR -4) Support improvements that facilitate the provision of transit in <br />Harrisburg or other service that connects Harrisburg to regional transit <br />facilities. <br />Work with Cabarrus County Transportation Service to offer circulator bus service to <br />Harrisburg to serve commuters destined for Charlotte. The town's most significant <br />bus stop should occur downtown with intermediate stops along a route between the <br />park- and -ride lot at Charlotte Motor Speedway (near term). In the future, this <br />service should connect to the terminal light rail station on North Tryon Street inside <br />I -485, which will require the aforementioned entities to work with Charlotte Area <br />Transit System. <br />Coordinate with adjacent local, regional, and state agencies to study commuter rail <br />service between Salisbury and Charlotte with stops in Concord and Harrisburg. <br />o A commuter rail station could become an important anchor in downtown <br />Harrisburg, in line with Recommendation LU -3 in Section 6.1. Future plans <br />for the station site should include a mix of land uses - office, retail, and <br />residential - rather than a basic park- and -ride facility surrounded by surface <br />parking. A commuter rail station would therefore best serve the town if <br />located within the area denoted "Mixed Use (Downtown)" on the Harrisburg <br />Area Land Use Map. <br />• The Town should promote transit - supportive land uses and intensities of <br />development, as recommended in Part 5 of this plan, to support commuter <br />rail service. The Town should furthermore ensure this development is <br />transit - oriented - i.e., arranged around an interconnected pedestrian - friendly <br />street network that offers short walks to a prospective commuter rail station <br />site, perhaps near the town library. <br />• The Town should promote a fine - grained transportation system for non - <br />motorized facilities including both, roadside facilities (typically, bike lanes and <br />sidewalks) and independent facilities (typically greenways) to support transit <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 383 <br />
