® HARRISBURG AREA LAND USE PLAN <br />in those areas designated "Mixed Use" on the Harrisburg Area Land Use Map. <br />Every transit trip starts with a walk or a bike ride to a transit stop. <br />o Bus routes should include clearly defined stops with shelters within the fine - <br />grained non - motorized transportation network described above. <br />Communicate that access to frequent, efficient transit is a vital component of a <br />downtown Harrisburg lifestyle. A robust marketing program aimed to build choice <br />ridership should accompany any and all modes of transit proposed for Harrisburg. <br />Carless access to the broader Charlotte metropolitan area will contribute to the <br />success of the downtown residential market and consequently, downtown retail and <br />office uses. The program should furthermore communicate the benefits of transit <br />to the entire community to enlist the support of those who would not choose <br />transit. <br />(TR -5) Consider the potential benefits of high -speed rail service. <br />■ Participate with municipalities and regional agencies of the metropolitan area to <br />explore how the entire Charlotte metropolitan area stands to benefit from high- <br />speed rail service in the Southeast and how these benefits translate to the local <br />level. <br />Promote seamless bus, light rail, and /or commuter rail service with short layovers <br />between Charlotte and Harrisburg so that travelers from points elsewhere in the <br />Southeast can use high -speed rail to reach the town. <br />(TR -6) Provide greenways, multi -use trails, sidewalks, and other facilities <br />for enhanced mobility for bicycles and pedestrians. <br />■ Build stronger communities, create great places, and maintain quality of life using a <br />diverse approach to transportation planning. <br />■ Require segments of multi -use trails and sidewalks to be constructed as requisite <br />infrastructure in major subdivisions. Required segments should include those along <br />existing road rights -of -way that adjoin land proposed for major subdivision. <br />■ Require rights -of -way and /or easements for a system of interconnected greenways <br />to be set aside during the planning for major subdivisions. <br />■ Work with Cabarrus -Rowan Metropolitan Planning Organization and North Carolina <br />Department of Transportation to identify funding and implement non - motorized <br />transportation facilities.
