HARRISBURG AREA LAND USE PLAN <br />6.9 UTILITIES <br />(U -1) Develop a utility system extension policy that supports the <br />proposed land use pattern reflected in this Harrisburg Area Land Use Plan. <br />• Support utility system improvements, particularly extensions provided by private <br />developers, that achieve the desired land use pattern expressed in the Harrisburg <br />Area Land Use Plan (HALUP). <br />• Phase water and sewer service through Interlocal Agreement, in which Harrisburg <br />and Cabarrus County agree on a timetable for service extensions to new <br />development from planned trunk lines in manner that supports HALUP land use <br />patterns. Establish priorities for publicly- financed future extensions: <br />• Higher density areas (relative to one another on the Harrisburg Area Land <br />Use Map; <br />• Areas contiguous to developed portions of the planning area; <br />• Locations that do not require crossing a major water course to serve; <br />• Areas where septic and /or private package treatment plants are not an <br />option; <br />• Areas where the financial investment in utilities has already been made; and <br />• Areas that have already been annexed into the Town limits, especially where <br />there are gaps in service provision. <br />• In all instances, size systems to support the land use intensity indicated in the Plan <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 385 <br />
