HARRISBURG AREA LAND USE PLAN <br />1) A north -south route between US -29 and Rocky River Road at its intersection <br />with Plaza Road Extension; <br />2) An east -west route between Blackwelder and Roberta roads to realign and <br />extend Pitt School Road across Roberta to Blackwelder; <br />3) An east -west route extending Harrisburg Industrial Park Road to connect <br />Caldwell Road to Robinson Church Road at its intersection with Stallings <br />Road; and <br />4) An east -west route to connect Pharr Mill Road to Robinson Church Road at its <br />intersection with Tom Query Road. <br />Two significant projects intended by private landowners <br />include (1) realignment of Morehead Road around land <br />associated with Charlotte Motor Speedway and (2) a <br />segment of the north -south thoroughfare between <br />Rocky River Road and Fuda Creek, part of the Brookdale <br />land development. <br />Cabarrus County has plans that predate this document <br />to implement three sections of greenways in the <br />Harrisburg planning area. These trails for pedestrians <br />and bicyclists parallel Back and Fuda creeks in the <br />eastern portion of the planning area as well as Rocky <br />River. The Rocky River greenway is the county's <br />portion of the regional Carolina Thread Trail, which <br />would link Harrisburg to a broad 15- county region <br />around Charlotte. <br />Conceptual Network Enhancements <br />The Conceptual Transportation Network Map depicts <br />facilities developed during this planning process, which <br />fall in five categories. <br />(1) <br />Collector streets; <br />(2) <br />Local streets; <br />(3) <br />A multi -use trail; <br />(4) <br />Greenways; and <br />(5) <br />Pedestrian ways. <br />The purpose of illustrating these facilities is to indentify <br />mobility and access within and between the various <br />land use districts indentified on the Harrisburg Area <br />Land Use Map. Proposed collector streets are needed to <br />support the residential densities proposed, while the <br />local connections depict opportunities for existing <br />neighborhoods to connect to these proposed collector <br />streets. South of the railroad, additional east -west <br />routes will help maintain access and service for <br />emergency response vehicles and school busses. These <br />APPENDIX C: SUPPORTING CONCEPT MAPS <br />A collector street, above, and local <br />street, below, both demonstrate <br />adequate levels of service for <br />pedestrian travel.
