HARRISBURG AREA LAND USE PLAN <br />network enhancements would reduce burdens on existing thoroughfares and improve <br />levels of urban services so that the intensity of land use proposed on the Harrisburg Area <br />Land Use Map can be supported. <br />The collector and local streets shown on the Conceptual Transportation Network Map are <br />suitable approximate routes for facilities in the context of existing development patterns <br />and physical features. Implementation will require further route refinement. Typically, <br />these routes will implemented as required components of private land development <br />proposals (e.g., Brookdale spine road). The Map is thus a framework in which private <br />construction of roads for public maintenance expands the transportation network. <br />As previously noted, the Conceptual Transportation Network Map reiterates projects from <br />the CRMPO Thoroughfare Plan. As a regional document, the Thoroughfare Plan identifies <br />routes with broad strokes, leaving significant route refinement to local governments and <br />landowners. Two of these routes appear adjusted on Figure 11, as follows: <br />• Route #1 follows Farmington Ridge Parkway and bypasses existing residential <br />development at the southern end of Caldwell Road. <br />• Route #4 utilizes Raging Ridge Road and bypasses existing residential development <br />at the eastern end of Tom Query Road. <br />Non- motorized facilities - multi -use trails, greenways, and pedestrian ways - provide <br />residents access to parks, recreation areas, civic places, and institutions. An <br />interconnected network of facilities for bicyclists and pedestrians is necessary to support <br />V " transit. A multi -modal transportation system of <br />this nature supports the arrangement and varying <br />intensities of land uses, as proposed in this Harrisburg <br />Area Land Use Plan, that constitute the community. <br />The Conceptual Transportation Network Map builds <br />upon Harrisburg's existing bicycle /pedestrian plan. The <br />three facility types for bicyclists and pedestrians are <br />intended to comprise a network that offers access to <br />every civic destination in the planning area for non - <br />motorized users. Existing and proposed parks, schools, <br />library, town hall, and YMCA are all directly accessible <br />to this network as shown. <br />Generally, multi -use trails and greenways are best <br />suited to lower density areas, while pedestrian ways <br />best serve areas planned with higher densities. <br />(Pedestrian ways are existing roads that could benefit <br />from improved pedestrian surfaces, crossings, and /or <br />illumination.) <br />Greenways and multi -use trail segments are particularly <br />useful links to parks, schools, and libraries, since many <br />of their users are children.
