MEMORANDUM OF UNDERSTANDING <br />Re UASI Grant and <br />Regional Radio Interlocal Agreement <br />Statement of Purpose. The City of Charlotte and Mecklenburg County currently share an 800 <br />MHz trunked radio system consisting of eight primary Simulcast tower sites and related operations. <br />The City of Charlotte has been designated the lead agency for regional communications <br />interoperability of public safety agencies within the Urban Area Security Initiative (UASI) eleven <br />county region, and has completed establishing the infrastructure necessary for regional voice <br />communications interoperability with the support of several grants. The radio system currently <br />supports public safety needs and provides service to various City of Charlotte and Mecklenburg <br />County departments and other local government entities in the region. <br />Cabarrus County, the City of Concord, the City of Kannapolis, along with the City of Charlotte and <br />Mecklenburg County, recognize the need to ensure that public safety agencies have the <br />communications infrastructure and regional integration to respond in a coordinated, comprehensive <br />manner to local and regional emergencies. Each of these entities has made the enhancement of <br />homeland security an increased priority, and all intend intend to work in securing grant funds for the <br />regional radio system and in assisting each other in the recruitment of regional users for the system. <br />This memorandum sets forth the understanding among Cabarrus County, the City of Concord, the <br />City of Kannapolis, the City of Charlotte and Mecklenburg County regarding: (a) negotiation of an <br />interlocal agreement to address operation, funding, and future development of the regional radio <br />system, and to consolidate operation and management of the system under the City of Charlotte; and <br />(b) the allocation of UASI funds to Concord, Kannapolis and Cabarrus County for budgeting purposes <br />only pending execution of the interlocal agreement. <br />2. Obligations of Cabarrus County, City of Concord, City of Kannapolis. Cabarrus County, <br />the City of Concord, the City of Kannapolis each agree: <br />a. To negotiate in good faith to complete an interlocal agreement between Cabarrus County, the <br />City of Concord, the City of Kannapolis, the City of Charlotte and Mecklenburg County to join the <br />regional Radio System operated and managed by the City by January 31, 2011; and <br />b. To use any UASI grants funds provided by the City of Charlotte after execution of the interlocal <br />agreement solely for the purpose of making necessary upgrades to the Cabarrus County, the City <br />of Concord, the City of Kannapolis radio systems as required to interconnect and ensure <br />interoperability with the regional system. <br />3. Obligations of the City of Charlotte and Mecklenburg County. The City of Charlotte and <br />Mecklenburg County agree to negotiate in good faith to complete an inter -local agreement between <br />Cabarrus County, the City of Concord, the City of Kannapolis, the City of Charlotte and Mecklenburg <br />County to join the regional Radio System operated and managed by the City by January 31, 2011. <br />4. Obligations of the City of Charlotte as UASI Lead Agency. Upon signature of this <br />Memorandum of Understanding by all parties, the City of Charlotte will, as the UASI lead agency, <br />allocate for budgeting purposes only UASI Grant funds to Cabarrus County, the City of Concord, and <br />the City of Kannapolis for completion of the upgrades required to interconnect and ensure <br />interoperability with the regional radio system.
