As you are aware, a vacancy on our three-member <br />Commission has existed for nearly all of 2009 following the resignation of our former Chairman, David <br />Settlemyer, back in February. Mr. Settlemyer's unfulfilled six-year term is scheduled to expire on February 15, <br />2009. We urge action at your January meeting so that we can elect a full slate of officers and also to make it <br />easier for us achieve a quorum at both our appeal hearings and regular monthly meetings. <br />BACKGROUND <br />We are requesting your timely appointment of Mr. Divine even though you recently reappointed him to a 3-year <br />term as an alternate member of the Planning and Zoning Commission. Mr. Divine will complement the <br />perspectives that Mr. Kelly and I bring to the Commission. As a resident of the rapidly growing southwestern <br />portion of our county, he will also bring both geographical diversity and an understanding of growth issues to our <br />Commission. <br />In making this endorsement, we considered our qualifications as well as our current responsibilities as <br />Commission members. We are both in agreement that the appointee to fill the unexpired term of David <br />Settlemyer should understand current and future challenges-and opportunities-for watershed management <br />in Cabarrus County. Our endorsement of Mr. Divine's application is based on his availability, experience, <br />knowledge and interest. <br />Our enthusiasm for this applicant includes his involvement as follows: <br />' positive and timely contributions as an occasional guest participant in our monthly meetings; <br />• first local participant on record in the Streamwatch stream adoption program through the Division <br />of Water Resources in the NC Department of Environment and Natural Resources; <br />• grantor of a stream buffer conservation easement to the NC Ecosystem Enhancement Program, <br />' which is restoring a segment of McKee Creek that is on official lists of impaired streams not <br />meeting federal water quality standards; <br />' Page 1 of 2 Item# 23 <br />Attachment number 1 <br />H - 5 Page 239 of 253 <br />DD GdG°af~~ <br />
