• landowner with firsthand, personal experience as the victim of illegal dumping of hazardous/toxic
waste on his property at the Peach Orchard Road bridge over McKee Creek;
• owner/operator of a former dairy (now beef cattle) farm;
• experience with local industry as a Philip Morris USA retiree;
• experience with economic and environmental sustainability as a co-founder and current owner of
Amazon Exotic Hardwood International, Inc., a small business which imports tropical hardwoods
certified by the Forest sustainability Council; and
• service as an alternate member on the Cabarrus County Planning & Zoning Commission.
Currently, the Watershed Improvement Commission is focusing on improving both the quality and quantity of
water resources in Cabarrus County, including streams flowing into our water supply reservoirs. Watershed
protection goes hand in hand with the current planning initiatives being implemented by Cabarrus County, along
with local municipalities.
In recent years, our attention has shifted to three primary tasks: 1) controlling and preventing erosion and
sedimentation, 2) restoring streams and wetlands, and 3) stormwater runoff and floodplain management. When
our Commission facilitated adoption of the county's Erosion and Sedimentation Control Ordinance in 1998,
responsibility for conducting public hearings on appeals of fines levied for violation of the ordinance was
assigned to our Commission.
Since Mr. Divine is self-employed, he has a flexible schedule that would enable him to serve as both an
altemate member of the Planning and Zoning and a regular member of the Watershed Improvement
Commission. We would view Mr. Divine as an unofficial liaison between these two commissions, just as
Commissioner Mynatt serves as the liaison between your board and ours.
Don Kelly and I appreciate the opportunity to serve the citizens of Cabarrus County and we want to thank you in
advance for your consideration of our endorsement of Gene Divine's application for the vacant position on the
Watershed Improvement Commission.
Page 2 of 2
Item# 23
Attachment number 1
H - 5 Page 240 of 253

i

s
