I have also consulted with WIC Vice- <br />Chairman Darrell Furr. The course of action we have come up with is for WIC to submit the attached draft endorsement <br />memorandum to the Board of Commissioners for a timely discussion at the 1/5 work session and possible action at the <br />1/20 regular meeting. <br />Because the appointment of Mr. Divine to a second county commission would require making an exception to past <br />appointment protocol, we want to address any concerns and/or questions that the three of you may have prior to <br />Monday. You may want to address your comments to current WIC members Darrell Furr and Don Kelly in addition to, or <br />instead of, me. <br />FYI, I will be attending the annual meeting of the NC Assn of Soil & Water Conservation Districts with my board this <br />coming week during your work session. We will arrange for someone to be present in support of Mr. Divine's <br />application if you see a need. <br />On behalf of WIC members Furr and Kelly, thanks in advance for your consideration of this appointment. They've been <br />longing for help from a third member for nearly a year Howl I've had the pleasure of providing staff assistance to a <br />competent, cohesive Commission for over a decade. The willingness of previous boards of commissioners to consider <br />WIC recommendations for appointments of WIC members-even when some of those recommendations called for <br />reappointment to an additional 6-year term (another appointment protocol exception)-is a major factor in <br />longstanding WIC effectiveness. Tommy Porter's twelve years of experience serving as a WIC member (and chairman) <br />are an asset as he now serves on the Planning and Zoning Commission, and WIC should similarly benefit from Gene <br />Divine's experience on the Planning and Zoning Commission. <br />Item# 23 <br />Attachment number 2 <br />H-5 <br />Page 241 of 253 <br />
