' November 6, 2008
Ms. Kristine Benshoff
' Cabarrus County Public Library
27 Union Street North
Concord, NC 28025

Dear Kristine:

The Cabarrus Arts Council grants panel met a few weeks ago to review applications.
Their recommendations for grant amounts were presented at the arts council's October board
meeting and the board unanimously approved them.
Each year the arts council assembles a panel that includes at least two board members
and at least three members of the community. Two or three panelists have served in previous
years and the rest are newcomers. We feel that this insures that the process is objective and fair.
Each panelist receives a notebook that contains all of the applications as well as the arts
council's guidelines, many of which are determined by the North Carolina Arts Council.
Applications are evaluated on the basis of artistic merit, organizational merit, administrative
merit, and perceived need. At the panel meeting, arts council staff are available to make
comments during the early discussion in order to answer questions, and then the panelists work
together to determine who receives grant money and the size of each grant.
Cabarrus County Public Library has been approved fora $1,000.00 grant. When we
receive your signed contract we will send you a check for half of that amount. The state arts
council sends its Grassroots check in two payments and has warned that the economy may
prevent the state of North Carolina from giving as much in Grassroots as they originally
budgeted. In that case, all grants will be reduced in equal proportion. We anticipate receiving the
second installment early in 2009.
Congratulations on your award. Each year the competition for these funds is greater and
the panel decisions are more challenging. The grant decisions are final but if you have any
questions I will be happy to answer them.
Sincerely,
Noelle Rhodes Scott
Executive Director
Attachment number 1
' F - 6 Page 86 of 199
