MEMORANDUM
'
FROM: Trish Baker
DATE: 4-20-09
' SUBJECT: FNS ARRA Funds
Cabarrus County has been allocated $57,668 in American Recovery and Reinvestment
Act of 2009 (ARRA) funding for the Food & Nutrition Services (FNS) program and the
' citizens of the county it serves. These funds must be spent by 9/30/09.
' I am asking that you authorize two (2) full time permanent IMC II positions, outside of
those already requested through the county budget process. As the attached
spreadsheet shows -funding received through 9/30/09 will provide for two (2) full-time
permanent Income Maintenance Caseworker II positions and approximately 1.25 clerical
' support staff through 09/30/09, depending on how soon we can get the permanent
positions in place.
Beginning 10/1/09 Cabarrus County will get another slightly larger amount based on the
' first allotment received. I am projecting that we will receive $62,682, for the period
10/1/09 through 09/30/10. The anticipated funds will fully support the two (2) IMC II
positions until approximately June 5, 2010 at which point the county would resume
' paying a 50% share. A cost of approximately $1,376 will be incurred by the county for
these positions in FY10 (assuming a 4% Merit increase in May 2010) with no costs
incurred in FY09.
' Thank you for your consideration of this request.
' Trish

Attachment number 2
' F _ ~ Page 92 of 199
