1 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Ft <br />Mr. Kyle Bilafer <br />May 21, 2009 <br />Page 3 <br />References contacted on behalf of Baucom's Grading have indicated that Baucom has <br />generally completed projects on time and on budget with no significant change orders, <br />including work performed at other C&D landfill sites including the North Mecklenberg <br />Landfill and the Highway 49 Landfill. Although Baucom's Grading has not had experience <br />installing a liner system or placing soil cover over a liner system, they have had experience <br />providing site grading and landfill closure services including the preparation of C&D landfill <br />cell areas and closures of C&D landfills using a soil cap. Liner installation and placing soil <br />cover over the liner is considered a critical component of the construction. Utilizing a certified <br />liner and geocomposite drainage net installer addresses our concerns regarding geosynthetic <br />material installation, which together with inspection during liner subgrade preparation, liner <br />installation and protective cover soil placement over the liner will provide close monitoring of <br />Baucom's work activities. Inspection services will also be provided during installation of the <br />intermediate cover layer and installation of the passive gas collection and venting system. <br />Limited oversight would be needed during the waste regrading operation. <br />An evaluation of CK Contracting, Inc. revealed that they also have grading experience but no <br />landfill closure experience. CK Contracting Inc. submitted a total base bid amount of <br />$2,133,336.08 or $397,469.08 more than the total base bid amount of $1,735,867.00 submitted <br />by Baucom's Grading. A similar evaluation of Earnhardt Grading, Inc. revealed that they <br />have experience working on landfill sites including landfill closure projects. Earnhardt <br />Grading, Inc. submitted a total base bid amount of $2,330,575.55 or $594,708.55 more than the <br />total base bid amount submitted by Baucom's Grading. <br />RECOMMENDATION <br />Based on our evaluation of the project bids, Baucom's Grading appears to be the lowest <br />responsible bidder for the Cabarrus County C&D Landfill Closure Project, with the <br />consideration that full-time inspection be provided during critical components of the <br />construction. Award of the bid to Baucom's Grading will be contingent upon negotiations <br />between the County and Baucom's Grading with regard to reducing the 7.5% contingency in <br />Bid Item 29 to 5% and reducing the total base bid from $1,735,867.00 to $1,695,498.00 <br />Given the relevant landfill construction experience of Baucom's Grading; full-time inspection <br />during critical components of the construction and the lower total base bid amount; CDM <br />recommends Baucom's Grading as the low responsive bidder and recommends that Cabarrus <br />County award the contract for the Cabarrus County C&D Landfill Closure construction <br />project to Baucom's Grading.
