0 <br />CDM ~ <br />Mr. Kyle Bilafer <br />May 21, 2009 <br />Page 2 <br />Earnhardt Grading, Inc. (third lowest bidder) submitted all of the required information. CK <br />Contracting, Inc. (second lowest bidder) did not attach a certified copy of Section 00485 of the <br />project specifications. Not submitting Section 00485 warrants rejection of a bid. <br />Each bid was reviewed for mathematical errors and other discrepancies. Exhibit 2 presents the <br />Certified Bid Tabulation of the bid totals, along with noted discrepancies. No discrepancies <br />were noted in the Baucom's Grading bid. <br />Several of the bid items in Baucom's bid were significantly lower than the other bidders. In <br />particular, CDM was concerned with Baucom's costs for Final Cover Berm and Swale (bid item <br />#12), Earthen Berm at Perimeter Road (bid item #20), and Miscellaneous Work and Clean up <br />(bid item #26). CDM reviewed these bid items with Baucom. They indicated that they were <br />comfortable with their bid and understood the complete scope of work. <br />Each of the three (3) lowest bidders, Baucom's Grading, CK Contracting, Inc. and Earnhardt <br />Grading, Inc. (in order from the first to the third lowest bidder) were further evaluated by <br />contacting representatives of each firm to request information regarding the Contractor's <br />means and methods during critical components of the construction; previous construction <br />experience; equipment available for the project; references for CDM to contact relevant to the <br />Cabarrus C&D Landfill closure project; as well as audited financial statements from Baucom's <br />Grading. The attached audited financial statements for Baucom's Grading are considered <br />confidential information and are not to be made public. <br />Baucom's Grading indicated during the interview process that they bid the project to self <br />perform liner installation in lieu of providing a certified liner installer to install the 40 mil <br />LLDPE liner, as required in Section 02776,1.06B of the project specifications. Baucom's <br />Grading was notified that a certified liner installer would be required if their bid was to be <br />considered. Baucom's Grading acknowledged this requirement and agreed to subcontract <br />with a certified liner installer to perform the work. Baucom's Grading has provided a quote <br />from Hallaton, Inc. to install the liner and geocomposite drainage net should Baucom's <br />Grading be selected as the responsible low bidder. CDM has worked with Hallaton, Inc. <br />during construction of the North Wake Landfill Phase 2 Closuxe project where Hallaton, Inc. <br />successfully installed 40-acres of 40 mil LLDPE liner and geocomposite drainage net under <br />CDM's direct supervision. <br /> <br /> <br />P:\Cebarrus - 1278658730\letlersUryleBila(er5-21-09.dicchment number 1 <br />F-13 Page 278 of 433 ' <br />
