1 <br /> <br />Charles C. Phillips <br /> Board, I am the ex officio Chairman of this Research Institute Board. I feel that I have a <br /> particularly germane background for working with the world-class scientists who also <br /> serve on this Board. I have worked in the medical field for over thirty years with a <br /> significant research involvement. I have been published in a prominent, peer-reviewed <br />' journal. I speak their language. This Board offers a tremendous opportunity to build <br /> local ties with members of the North Carolina Research Campus, as well as bringing <br /> additional research funding into Cabarrus County. I very much want to continue my <br />' leadership in this arena. <br /> I have been told that I have demonstrated exceptional interest and involvement in my <br />' participation on the Health Alliance Board. Every year that I have served on the <br /> Cabarrus Health Alliance Board, I have attended at least two statewide public health <br />' meetings, in part at my own expense and on vacation time from my employment. I <br />represented Cabarrus County on the Board of the Association of North Carolina Boards <br /> of Health for three years. I served on a Rowan County study commission investigating <br /> alternative models for the delivery of public health services. I have co-presented lectures <br /> with Fletcher Hartsell for state public health leaders on the Public Health Authority <br /> concept. I have made presentations with Dr. Pilkington on the Public Health Authority <br /> concept to other Boards of Health around the state. <br /> <br /> I continue to be passionate about pursuing excellence in public health that is coupled with <br /> fiscal conservatism for Cabarrus County and also for our state and nation. During my <br />' tenure, state and national public health leaders have named the Cabarrus Health Alliance <br /> as the agency best positioned to serve as an example for other local public health <br /> agencies in North Carolina and throughout the United States.
