RESOLUTION OF THE BOARD OF DIRECTORS OF <br />- Vg COIL <br />X44 1T9i ~~~ CABARRUS COUNTY BOARD OF COMMISSIONERS IN <br />q~ SUPPORT OF IMPROVEMENTS TO NORFOLK SOUTHERN <br />;~ ~ AND CSX RAIL LINE INTERSECTION <br />~4 <br />~ *~ <br />WHEREAS, freight and passenger mobility is critical to the economic <br />••N ~t~ prosperity, energy efficiency, and quality of life in the state of North <br />c~ Carolina and the Cabarrus Region, and <br />WHEREAS, population growth, increased trade and changes in international regional, national and <br />international logistics, have combined to create both freight movement and passenger vehicle <br />congestion throughout the state of North Carolina, and <br />WHEREAS, many recent studies have shown that transporting goods by rail is more energy efficient <br />than transporting goods by truck, and creates fewer air quality-eroding carbon emissions, and <br />WHEREAS, the state's population is projected to increase by 50 percent by 2030, creating additional <br />demands on land-use and our transportation system that is already over capacity; <br />WHEREAS, the intersection of the Norfolk Southern and CSX Transportation rail lines in uptown <br />Charlotte require improvements for safety and efficiency, and <br />WHEREAS, these improvements will improve both passenger and rail traffic through Cabarrus County <br />and surrounding areas and benefit the local residents and citizens <br />WHEREAS, the Cabarrus Regional Chamber of Chamber of Commerce Board of Directors and <br />Cabarrus Economic Development Board of Directors supported the rail improvements in June 2009. <br />NOW, THEREFORE, BE IT RESOLVED that Cabarrus County Board of Commissioners endorses the <br />rail intersection improvements and encourages the United States Department of Transportation to fully <br />fund the project to address the state's pressing rail needs. <br />Adopted this 20t~' day of July, 2009. <br />H.
